I think it was wise to scale it back. For the average gamer, GTA SA was too much. To get 100%, you had to not only finish the super long storyline, but you had to do like 4 hidden package tours (spray tags, horseshoes, pearls, photo op), do all the classes, buy all the businesses/safe houses, win a bunch of money at gambling, pass all the driving schools, win all the races, do the vehicle lists, do a bunch of side quests (trucker, mount chiliad, quarry, courier, etc), do the firefighter/taxi/vigilante missions, plus all of the other shit I can't remember.
It was a lot. I love that, the replay value is still awesome for that reason. But for most, it was an interminable list of shit to do in order to win. I think they kept the best bits in GTA V and added some new stuff as well. I thought GTA V was memorable. I'll never forget Trevor's rampage missions or narrowly sliding through traffic on a NRG-600 at blurry speed with Franklin's special ability. Liked that game, too.
