Today is Trumply's first laying a finger on this issue (so much so the Pentagon was notably caught unaware by the tweets) so to date, we're looking at the last administrations effort's here. Was it all/mostly lips service to a voting constituency, and/or was there a commitment (read that as funding and doing the hard work to do it RIGHT) to actually having a quality program? We're evaluating a vast government bureaucracy here, one tasked with a new and very serious undertaking, and frankly, my skepticism is on double red alert standby.
