Reading up on this, it appears that Congress can vacate a presidentially declared 'emergency' by a simple majority. Given that there seem to be a number of Republican senators who hate the idea of funding Der Wall in this manner, Trump's declaration in no way makes the wall a done deal.

It's not even close to being a done deal. In fact, I think it's just not going to happen. Congress can vacate it. And if they don't, it will probably be tied up in court for long enough that the clock will run out in 2020. This could be sort of a good thing, since it might occupy Trump's attention sufficiently to keep him from trying other things. He'll maybe spend the next 20 months obsessing with his court battle and not doing much else. Afterwards, he'll have to find something else to occupy his time, such as defending himself against endless civil and criminal court proceedings.
