Things being often misused doesn't automatically make them bad. Antibiotics are often misused, yet they still do more good than harm. For some things, like the weapons, it's questionable whether they do more good than harm, but I don't see why it would be questionable for the Tor browser.

Well, you know, I don't think Tor is especially useful for things like child pornography, since the download speed you can get by using Tor from Croatia is steadily around 300kbps (the usual download speed you can get by plainly using CarNet ISP is, in my experience, 1mbps, and the usual download speed you can get by plainly using CrisisConnection ISP is, in my experience, 3mbps). Trying to stream or download large files over Tor is just plain stupid, because it's not only slow, but it can also lead you to be detected.

Well, again, they can see you are using a VPN, and they can see which VPN you are using. Using VPN might make you suspicious.

In my experience, it's not a good idea. First of all, unless you are using DNS over TLS (which makes many older programs stop working), the ISP can still easily intercept your requests.
Second, 1.1.1.1 (the CloudFlare DNS) has a high latency. If I try to connect to it, it tries to connect me to some server in Vienna (apparently, that's their closest DNS server to Osijek), and it usually takes more than a second just to PING it, and it often even times out.
And I agree that the DNS servers assigned by ISPs tend to be terrible. That's why I am using the ZRAK DNS in Zagreb, 195.29.12.77. The latency is more than twice as low as it is for 1.1.1.1, and the foreign websites still resolve.
If you are willing to sacrifice speed for privacy, why not simply use Tor? Then the DNS requests are actually sent by the exit node, not by you.
