The idea that most cops stand by and let bad cops do their thing without reporting bad behavior is not a particularly controversial statement. It's definitely not rare either. It's the norm. Go ask your local police about it, I'm sure they won't be shy to admit that the "blue wall of silence" is a very real thing. Not to mention countless former officers who acknowledge its existence in every major US city. Fuck man, haven't you ever seen Serpico? I thought this shit was common knowledge. Maybe it's because I have firemen and police officers in my extended family that I take this knowledge for granted? I don't have the time to collect all the data for you. Conduct your own research.
Not to mention the problems with police unions, like stipulations in contracts that say every 5 years a cop's record must be wiped (NYPD), or that when a cop gets fired for being a bad cop he's welcomed at another police department down the road... I mean, this stuff is readily available for you to find on your own, Lek.
