People have been leaving their houses for many months. Properly protected, they can leave with near impunity, and not cause spikes.
I'm not arguing about the effectiveness of social distancing. People are stupid. So either keep the beaches open and enforce compliance or close them and let people spread it somewhere else. It's less likely to be spread outside than inside.
