Sauron is most definitely not faithless as he worships his dark master Morgoth the fallen Ainur and even brought down the kingdom of Númenor by starting a cult to him. As for the Orcs, we know some worship him as the Orcs are mentioned to make offerings to him like Frodo's stuff when he's captured by them.
