It's really not that hard to understand, imo.
Sounds about right - they need "salesmen" in the churches in order to keep the business going from one generation to the next, and a lot of those people are bad actors who either became intoxicated by the power they hold over the flock, or sought that power deliberately.
Any time the church attempts to discipline one of the abusers, it weakens the church's authority (and therefore their business model and the revenue stream) by revealing that they don't have a hotline to a loving, caring, all-knowing deity with the ability to warn them about bad clergy.
