I think the government’s aim it to dissuade people from actively encouraging moose to lick their cars. Obviously, if you’re in bumper to bumper traffic and Bullwinkle ambles by, there’s not a lot you can do to stop him having a lick.

I once saw someone use the plural 'mongi' for more than one mongoose. Near made me head explode.
