On the membership listing, go over one letter at a time, each person that has been banned and honestly look at why they were banned.
As someone who has done a fair amount of banning, I can tell you that people tend to be banned for two things: 1. Being a spambot selling something usually in a foreign language and 2. For breaking rules, often multiple times. If you read the rules you will see that being a theist isn't a deal breaker. Being a theist and breaking rules is as is being atheist and breaking rules.
