When you're in a mission check your powers. It should apply all changes to the power cooldown whether it be armor, tech armor, weight, abilities or upgrades to the cooldown of any ability you can see in your squad menu.

I managed to reduce my throw to around 1 second with tech armor on, my warp to 3 and the same with my bonus power stasis. I had an assault rifle, an smg and a heavy pistol equiped all fully upgraded that gave me a 200% bonus to my cooldown.

Biotic explosions/tech bursts galore, heavily armored and an arsenal to boot man. Even Banshees don't last for much longer than 5 seconds.
