It probably would have been better had they not used a picture at all. Then there wouldn't be any wiggle room for Christians to get out of explaining why the book they claim gives us our morals condones slavery. The interest in the billboard would then be on the issue of the bible promoting slavery and not derailed by claims of racism.
Christian apologetics is the art of rolling a dog turd in sugar and selling it as a donut.
Nothing wrong with the billboard or message itself, but they should have known most people would have misunderstood. Would have worked just as good without the image since the words themselves would have caught attention.

Would it have made a difference if they didn't use the picture or would they still have just ignored the message anyway, and said the atheists were racist for putting the Bible quote up?
