It probably would have been better had they not used a picture at all. Then there wouldn't be any wiggle room for Christians to get out of explaining why the book they claim gives us our morals condones slavery. The interest in the billboard would then be on the issue of the bible promoting slavery and not derailed by claims of racism.
Christian apologetics is the art of rolling a dog turd in sugar and selling it as a donut.

Nothing wrong with the billboard or message itself, but they should have known most people would have misunderstood. Would have worked just as good without the image since the words themselves would have caught attention.

I can guarantee you that the vast majority of black Americans will not understand the message of that billboard because they truly believe that the Bible-god freed them from slavery as Moses' god allegedly did for the Israelites.
