I'm making a little headway with my version of this cipher, but it is not as much as I hoped, as I don't know how to solve it yet. I just have managed to work a few things out.

I'm starting to go a little crazy. I kept wanting to see a Fibonacci sequence. It was maddening. I wish I didn't need to use numbers to solve this and I am almost positive that I do.

Speaking of ciphers, any encryption over 128 mb is legality considered ammunition.

I believe he's talking about US export restrictions on strong encryption - where technology that implements strong ciphers are put in the same category as munitions.
