Well in the context of the Bible, neighbors generally did not include those outside the community and we all know what happened to those people...genocide.
But if we walk in the light, as He is in the light, we have fellowship with one another, and the blood of Jesus, His Son, purifies us from all sin.

There's no such thing as a 'devil' BTW. Atheists don't believe in the devil.
