Perhaps in another few hundred years it might occur to them that there might be a reason why their wives are choosing to leave the country, and that perhaps they might be better served by fixing those reasons instead of spending all this money on monitoring equipment and infrastructure.

I agree that 'they'll never go for it'; however, I think your timeline can be accelerated.

First, the oil won't last another two hundred years, so the power base disappears.

Second, if the Saudis think that Syria is as far east that the unrest spreads they are sadly mistaken.
