The stars are for the amount of posts made and/or the role you hold in the forum.

The 0% warning means you have been good and not broken any forum rules. If your get an official warning the warning level will go up. Once you are on 50% you will be automatically put under moderation, which means an admin or a moderator will have to approve your messages before they are visible to the rest of the forum. go to 100% and you are banned.

User CP is the User Control Panel, where you can do stuff like read your personal messages, change your avatar, signature, and see your rating details.

There was a post made that stated the number of posts required for each additional star somewhere.

50 posts - 3 stars
250 posts - 4 stars
1000 posts - 5 stars
Moderators - 6 stars
Administrators - 7 stars

Is that right?

I knew what user cp meant, I just saw the warning on my posts and in my user cp was 0%.

Ill have to be on a while to get up to the 4-5 stars.
How do you get hired as a moderator? or even admin?

Just about my favourite place in the world for a holiday. Friends live just outside of town ,near the observatory. It's a pleasant 20 minute bike ride from the town,or about a 45 minute stagger from the Regal,where I drank Spitfire lager and Guinness...
