The stars are for the amount of posts made and/or the role you hold in the forum.
The 0% warning means you have been good and not broken any forum rules. If your get an official warning the warning level will go up. Once you are on 50% you will be automatically put under moderation, which means an admin or a moderator will have to approve your messages before they are visible to the rest of the forum. go to 100% and you are banned.
User CP is the User Control Panel, where you can do stuff like read your personal messages, change your avatar, signature, and see your rating details.
