Justified by self defense, sure, in the legal sense. In the moral context, however, not at all. I can't say I'm surprised by LA cops and their trigger-happy tendencies, though. Crime in LA is pretty bad. Still, they should be more disciplined than this.

I don't think that they had a right to arrest him either, but shooting a dog was justified by self defense.

I'm not aware of any state where you can provoke an attack and then claim self defense.

Not even in the legal since, because the cop had no cause to even cuff the guy. The cop provoked the dog so it isn't self defense either.
