Which guys? This is really old news- Collins has been NIH head since about 2008-9-10 (somewhere around there), so although this post of Harris's is undated, I assume it's old too.
Who is insane or mentally retarded? Harris? Collins? The NIH? It helps to have some specific background on your viewpoint.

I've been following Collins closely since his appointment. NIH is in BIG trouble (money is flat-out drying up), and I don't know how much of that is his fault.

Though I don't agree with Collins's views, I do admit he's got a great imagination to have thought through the entire idea AND believe it. He should be running his own religion and not be the head of the NIH in my opinion.
