Hmm...post partum depressed mother...sad.
The cops who offed her aren't currently paid thanks to the shutdown. The jaded cynic in me says their agitation of this(and the recent navy yard slayings) had them more trigger happy than necessary. 
Right shoot out the tires, block the cars exit with other cars, something, but just to excecute her. I am livid.

Sure. They have presence of mind to not open themselves up to litigation/disciplinary action/paperwork. Best to hold fast to the necessity of potting the perp.

It isn't a matter of presence of mind, its a matter of what they've been trained to do (and again, I am not defending what occurred here in the least). 
There have been any number of these cops-shoot-into-a-car scenarios in recent years. Few seem to involve situations where the car is hurtling TOWARDS the cops at the time.
They had that woman dead to rights as she was pinned against those guardposts. The video had them firing after she peeled off again. I think my problem is they could have surgically fired into her or her car when she was more or less point blank. Public safety seems less a concern since they fired after she was moving.
Hindsight 20/20 caveats apply, obviously, but I find their actions questionable, if not damnable. Would you have known she didn't have a bomb in the car if you were one of those officers, thank God she didn't, but then they didn't know that.
