He most likely lived this long and has the breath to ask for the US to come back because he kicked the US out in the first place. He could see his enemies could assassinate American agents inside the most heavily protected cores of American green zone in Iraq. What chance did he have if he was seen too overtly being in America's pocket.

If he agreed to US staying, he would probably be dead within a few days.

The US really is and always has been totally out of its league wherever there is real intrigue and complex problem requiring nonlinear approach.

If Maliki made an agreement with USA, he would have lost the elections.

The religious side was playing a major roll in getting USA out of there.

The Iraqi government was in a better position, than the Afghani Government. They could at least read and write.
