Should body armor be regulated?

HR 5344 is a recently introduced bill that attempts to prohibit civilian possession of body armor that is Level III or higher.
From Wikipedia:
"Type 3: Conditioned armor protects against 9.6 g (148 gr) 7.62×51mm NATO M80 ball bullets at a velocity of 847 m/s ± 9.1 m/s (2780 ft/s ± 30 ft/s). It also provides protection against the threats mentioned in [Types I, IIA, II, and IIIA]."
For those of you that aren't quite up on your firearms specs, 7.62X51mm is also commonly referred to as .308. .308 is some serious firepower, and is used commonly in hunting rifles and occasionally in "sporting rifles".
So, I know the rough position of this (pretty Liberal) group on guns, but what is your position on body armor? Do you think that a civilian has a "legitimate reason" to wear armor that can stop high-caliber rifle ammo?
Edit: Well, this is one way to make a loaded 150th post, eh?

I'm more concerned about firearm regulation than body armor. If type three protects against hunting rifles, then it's probably just bought to protect against idiots who drink while handling their firearms, so they don't have to resort to using orange clothes. If you can't tell the difference between a human in camo, and a deer, then you don't need to be out in the woods with a gun.

With 300 million guns in the place it strikes me as entirely sensible to buy that stuff.
Btw, that is one bad pun.

But more often, it's purchased and worn by "right-wing ultra-conservative gun nuts" who are usually ex-military and are involved in local militia groups, the Tea Party, and other sorts of debauchery. Knowing that, how do you feel?

Body armor should not be regulated in my opinion.

If civilians are allowed body armor the fucking cops will demand Apache gunships and Hellfire missiles.
Where will the arms race end?

The cops already have those. They need those to properly kill 6 innocent unarmed black teenagers with one shot rather than be unconscionably limited to having to shoot each one 6 times.
