I still prefer to use that many resources to educate the most people to use their cars, not being 'sold' a drivers license. This takes time, but it's a much more reasonable use of resources. I prefer for drivers to avoid speeding by their own will (knowing the reasons), than to spend all the logistics on a prohibition. This will not be perfect, but will be more effective on the long run, IMO.

If the new AI cars do takeover, educating drivers would actually be a wastage.
Besides, limiting the speed won't waste much resource, rather it can save a lot of fuel. Manufacturers are actually wasting resources trying to build faster cars, useless on actual roads.
