What is the alternative? I agree not all who commit crimes are punished but it doesn't mean everyone should be let loose. There were horrid crimes committed during the troubles, 3000 deaths and 50000 injured, to some no punishment is just. Some crimes will never be explained, like why did the army shoot 14 unarmed civil right marches on Bloody Sunday?

There are many, but one is that all who are associated are prosecuted, and all who are prosecuted are found guilty (we've done that before). Justice does not always (and -cannot- always) bring satisfaction.
I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies. I am the Queen of Battle. I am what my country expects me to be, the best trained Soldier in the world. In the race for victory, I am swift, determined, and courageous, armed with a fierce will to win. Never will I fail my country’s trust. Always I fight on…through the foe, to the objective, to triumph overall. If necessary, I will fight to my death. By my steadfast courage, I have won more than 200 years of freedom. I yield not to weakness, to hunger, to cowardice, to fatigue, to superior odds, For I am mentally tough, physically strong, and morally straight. I forsake not, my country, my mission, my comrades, my sacred duty. I am relentless. I am always there, now and forever. I AM THE INFANTRY! FOLLOW ME!

It sucks, but a potential alternative may be worse. And indeed, not all who are prosecuted and convicted are in fact guilty. As you say, potential alternatives may be worse. The "western" system of justice is far from perfect, but we could do much, much worse, and it's not clear that we can do much better. I would not want a rapist leaving jail WHATSOEVER. They proved that they are a huge threat to society, and will probably continue to ruin more lives if set free. Never trust a serpent, especially that kind.
