It is simply not there. Not sure why. I have constantly cleared my dns cache and cleaned my browser, restarted my computer, but still no kudos button.

I had no kudos button whilst on strike, though I don't know if the two were related. I do have it now, as long as I'm not using the mobile site. It's still missing there.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

Did you try clearing the DNS cache and the cookies on the site and logging in from scratch?

Yep, did it all again.

Cleared dns cache, cleaned browser, and restarted my computer.

Still no kudos button.

Can you drop a screencap of the settings tab in your User CP? Maybe there's an option that is dis/enabled that affects Kudos.
