I think huge quotes should be hidden automatically. Users can be given the option to hide their big quotes under a 'Show Content' button, or an Auto-Hide feature will automatically abridge huge quotes under the 'Show Content' button. I'm not sure how much work this will be: I understand you have a life, Hayter, but you were complaining about some people quoting quotes of quotes of quotes wanting people to delete the irrelevant.

Or, if it is not too much trouble, you can put a little button on the top right of the quote for users to collapse the quote if they want.
Actually, "big quotes" are probably a violation of copyright. A short quote with a link to the actual source is probably the proper way to do it.
What we all need to be careful about is the quote in quote in quote in quote. These quote "vortexes" as they are often referred to are most of the time very redundant as the post being quoted is just before the current one. And even then there is no need to include the entire message.
