The idea is you leave scraps of paper containing propaganda lying around for people to find. Stupid idea. If you see any such scraps, please be sure to put them in the bin - where they belong. Or recycle them - that works too. P.S. This seems to be a U.K. thing, but as the comments show people have expressed an interest in leaving litter in other parts of the world.
