I don't care about that so much, I just literally ran out of available steel. How did I use so much? I only built two three-story fortresses.

Well, partial fortresses. There's a few incomplete features. Facepalm

There should be a few traders that sell shipments of steel..

Is it weird that I pretty much have halted questing while scavenging for materials? I haven't found any merchants. Obviously, I'm not very far in.

Yeah you might want to get a little far in i know Diamond City there is a guy that sells shipments of steel and other things. You just have to check around places.

Trashcan Carla, the trader, also sells shipments.  Not cheap, though.
