With the current situation, if you're not considering immigration I suggest having a single kid because it is easier to support and provide a lot to one. And I suspect school, healthcare and other stuff will be privatized in the future.

Instead of having a baby, I've heard adopting an adult actually works better.

They can get a job and bring in some income, they can have drivers license/car and don't need to be chauffeured around, and if things don't work out you can get rid of them a whole lot easier.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
