this verses was revealed about certain people from the basis of understanding some of the Quran verses is to know in what situation the verses was revealed.this verses was revealed about the romans who was preparing war againest muslims and this is how we should deal with non muslims:

sorry about that my english is not my mother tongue. it was a christian group fighting muslims.because this verse says fight back not as the translation used say
