Again a liar is someone who takes no issue lying, which means that person feels as comfortable telling a lie as telling the truth. it does not mean one has to be lying when ever he is speaking.

That being the case what the prophet is saying is that his people just as soon lie to you as tell you the truth if a lie would better serve them. So then why would this observation be considered to be hyperbole if it represents a cultural truth?

If the prophet was telling the truth, then Cretans aren't always liars are they.

If Cretans are always liars, then the Cretan who said it is always a liar, meaning that the statement 'Cretans are always liars' is a lie, meaning Cretans aren't always liars, meaning the Cretan is a liar.
