The county level map vs the state one is pretty dramatic
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Difference being that while Hillary Clinton is going through a perfectly reasonable and legal procedure (which frankly should be automatic in cases where the states were so far from exit poll results and so tight), Herr Oberststurmbanngroppenfuhrer's plan was to get his brownshirts to commit treason viz take potshots at Mrs Clinton.
