No, I think he's seen how effective executive orders can be and has taken it to the next level. I think Trump understands that he hasn't really got many people on his side, having lost the popular vote, with a number of Republican officials openly against him. All the talk of how the Republicans control the government now just isn't true. Republicans control the House and Senate, Trump controls the Presidency. The Supreme Court is still split and for the most part will be even after Scalia's replacement.
