GOP healthcare bill surcharge is essentially a public mandate.
This is like a worse public mandate because if you do lapse, the surcharge may discourage you from buying insurance again.

A key feature of the GOP’s proposed Affordable Care Act replacement, the American Health Care Act, is to dispose with Obamacare’s individual mandate that people buy health insurance. Instead, Paul Ryan wants to impose a 30 percent surcharge on the premiums of anybody who seeks health insurance after their coverage lapses, as an incentive to keep people continuously enrolled.

Yes, but it's subtle! That's how Republicans sell their shit to their thralls - they disguise it then handwave it away as "only fools would let [lapse of care] happen".

After all, all the voter has to do is think "It will never happen to me" and chuckle at the thought of those stupid losers who let their healthcare lapse.

Say by job loss, market change, sudden long term illness, etc,. That never happens...

They HAVE to be thinking about repealing the Emergency Medical Treatment and Active Labor Act.

It's a no brainer if they want to cut health care costs drastically. Kinda curious to see how a repeal would be packaged and described to the proles . . . . .
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Why WOULDN'T they repeal it ?

Especially if some action committees funded by conglomerate hospitals are throwing money into 2018 races with that in mind.
