Not understanding "date and time options"

I keep choosing different time zone options to attempt to reflect my EST zone here in FL, but it never matches my time zone.

The closest I can get it to reflect my own time zone is 15 minutes past my real time or 15 minutes behind my real time.

I am attempting to fix the time on the forum to reflect the time on my computer.
My computer is the accurate time, but the forum does not want to reflect my time zone no matter which option I choose in the usercp.

This is the time you last visited (by whatever metric the forum software uses to define a visit), not necessarily - and not usually - the current time. This has nothing to do you with your time zone, nor is it something that needs fixing.
The number you want to look at for the forum's notion of your local time is at the bottom right of every page.
Knowing that, let me see if I can fix it. xD
Still doesn't turn it to my timezone. Every time around it except my time zone.
My current time is 3:09 pm
For instance, I choose
GMT -4:00 (3:09 pm) and it changes it to 4:09 at the bottom.
I choose
GMT -5:00 (2:09 pm) and it changes it to 2:09 at the bottom.
Nothing changes it 3:09 at the bottom.
Somehow it fixed itself.
Not is states 3:13 pm at the bottom.
