Unless I'm wrong, the "e" in FEMA is for emergency. 

Not having water is an emergency. Not having food is an emergency. Not having shelter is an emergency. Not having emergency care is an emergency.

How is not having a church an "emergency"?

 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

If it is Catholic churches, maybe the Vatican can sell off a couple of those stolen paintings and send the money to Texas. Or even some that aren't stolen. FFS, for an organization that looks forward to the alleged next life, they sure have a lot invested in the profane.
