public policy (IOW, folks we've elected have decreed) is that the police and the courts are first line (read that as only line) responders to folks with mental health issues, now that's not covering everyone in this topic, but it's a very large number of people
The exhibitionist at the Sump Library was on the local news last night. The guy OBVIOUSLY has a serious mental health issue. He's going back to jail/prison because Nebraska won't/can't/doesn't fund mental health services.
They don't fund prison programs (or staffing) adequately and they narrowly dodged a bullet in the last 15 years or so in under/not funded public employee pension plans*, a leading cause of old people losing their homes, eating pet food, and not being able to afford their own care.
*and I'm not sure they are fully out of the woods on that either

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
