Again, LFC, you make it look like this rule is solely about the n word.
If that is so, then make it be that, instead of the broad rule that we see.
Broad as it may be, when the staff is probed about other words, it seems they're just vulgar or offensive, which makes them fine and not covered by the rule.
The n word, though, is vulgar, offensive and carries some history of hate towards a whole population with it.
My suggestion is to simply make a list of words that are not to be allowed and put that in the rules.

I understand that Tibs wanted to make a rule that would catch all equally bad words, but none seem as bad as the n one, so all others end up being accepted.
