Bri is a simply an older version of a pimply faced 13 year old who thinks he is funny and cool.  The saddest thing is that Family Matters was on when was in his early 30s...he's not looking back on a favorite show from his preteens and early teens.   

My hunch is that the character of Urkel resonates with him.

...the character who pined after Urkel was Myra Monkhouse, played by actress Michelle Thomas, who - in spite of her healthy lifestyle - tragically died of cancer at the age of 30.
