Take ten people, each of them unaware that the others have been caught. Persuade them to give you information. Nine of the ten give you the same information. What's your conclusion?

I’m have a memory lapse - who was the American general who said something like, ‘I can get more usable intel out of a prisoner with two beers and a pack of cigarettes than I can with any amount of torture’?

It doesn't work at all if one's goal is to get at the truth. If one is a sadistic bastard who needs the pain of others to get one's rocks off, then it does work.

The first is the professed goal of torturers down through the ages.

Correct on all counts. As General Mattis implied, there’s really no reason to torture someone for information. The subject is more likely to say - literally - anything to make the torture stop.

I’ll be more specific nomad. Standardized and systemic torture applied equivocally to appropriate sample sizes of isolated prisoners is effective for validating a shared piece of information every time. It may not be a great tool, a moral tool, or an acceptable method, but it can be very effective.
