Don't know. I heard on the news that an AT&T building was on that street. But there was damage of varying degrees to just about every building on that street. But yea, would indicate that the building directly next to it was the target. 

The other thing that may clog the tip lines, I just saw a still photo of the RV, that looks like countless RVs. They might be able to cut those numbers down to locals, but the better lead is if they can get vin numbers or part numbers off the vehicle.

They don't need the VIN, they have license plate cameras, like most US cities. North 2nd Ave would have them I think.

The still they did put out, the headlights block out where the plate would be. But could also be a stolen plate on the back. I think the vin would be more useful. They traced McVeigh's rental I believe through the differential axel part number. 

Makes no sense if you are going to do something like that to use an original license plate that goes with the vehicle. If this sicko was dumb enough to do that it will make finding the perp/s easier.

This may be a stretch, but considering how many businesses have been hurt by COVID, has anyone considered the possibility that one of the business owners on that street did this to get insurance money? That would not be my first guess, but still.

The usual method for using stolen plates is to put yours on the vehicle you’re stealing the plate from. While this does give you some extra time before a stolen number plate is reported, it’s still pretty easy for the cops to trace a vehicle with stolen plates. When they run the stolen plate, they know which vehicle it was stolen from, and they go get THAT plate and run it.
