Not really. If you subvert another country (which is what I assume you're referring to), the repercussions are a lot less severe than marching troops over the border or unleashing a nuclear barrage.

If by the repercussions you mean the amount of damage done to a country. Subversion can destroy a country as thoroughly as any invasion depending on how it's done and where it's done. If by the repercussions you mean the response by other actors that depends on the level of Sympathy or Apathy of those other actors and the level of plausible deniability a country has.

what riot? do you mean when capitol police unlocked the doors and invited protesters in allowed the capitol building to be filled with protesters and then blitzkrieg attacked the at the time non violent protesters?

did you notice how the doors were just opened and no one rushed any one no one resisted that the police held the door and people just walked in? I have at least 25 more videos like this on my phone that document this stuff (i was removed from face book for [breaking community guidelines in an unspecified way but all i was doing was downloading and sharing these type of videos.) which it all contradicts the fake news narrative. there was a very peaceful rally and protest.
