Ah, my "favorite" kind of karma is the one that punishes babies and little children for what they did in past lives, so they get born deformed or just very sick.

Karma and the caste system were terrible inventions of Hinduism.

Buddhism improved karma, to mean a natural "effect of intention" rather than a judgment, but it was still a problem, as it still attributed things like poverty or disease to past bad intentions.

There is a very minor form of "social karma" in play. People who regularly behave badly tend to lose friends and acquaintances, leaving them without support when they're experiencing difficulties. No gods required - we tend to be attracted to some people and repelled by others, depending on how they act.

It's easy to attach agency to Karma just like everything else, as has been already said there are consequences to our actions. If we treat people well, we mostly get treated well, if we treat people badly eventually that will catch up with us.

There is agency, just the agency is the reaction of other people and not a supernatural world organising things so we get treated badly.

"Tend to" being the operative phrase. Plenty of assholes with tons of friends and endless wealth. Tons of good natured people getting the shaft. It'd be nice if the scales of justice automatically fixed the universe, but it looks like we're tasked with correcting the problem.
