It's unfair because developing countries emit 73% of CO2 and should pay $44 trillion. Poor countries are the worst offenders and should be punished accordingly. It is the right thing to do.

23 rich, developed countries are responsible for half of all historical CO2 emissions. More than 150 countries are responsible for the other half.
