True, on something of a sliding scale. Control increases as we get older. And this depends on your society, your parents, etc.
Kids who show they are responsible may be given control over significant portions of their lives. Or kids who get kicked out may be forced to take control early.
But, overall, yes. Minors have less control.

Well, there's no point in denying that all of this is true. Fighting against the inevitable is like hating the fact that the world is round. Getting worked up over it isn't going to change anything.
Nonetheless, there seems to be a fair amount we can do within our inevitable constraints. This is proved by the fact that people's lives may be very different -- even those who start out in similar circumstances. I have come a very long way from modest beginnings. I'm not rich or famous, but choices that I made took me a long way from my starting point. While I see others from my hometown who are pretty much in exactly the situation they started in.
So I don't see the inevitable facts you cite here as depressing. What we need to do is work on what we do with the wiggle room we have.
