Crazy thought: use common sense. We don't even suspect abuse of the system until multiple similar reports have been made, after having sent an explanation of what does and does not constitute a breach of the relevant rule, plus a verbal warning, to the party making the frivolous reports. That last step, by the way, requires its own quorum too.
You have to really be trying to get in trouble, before you do here. What is it with you theists and assuming you know everything about a system you aren't even privy to?

Perhaps I wasn't clear. By misuse of the report system, I should have added the word persistent. Reporting someone for, say, trolling when all they did was disagree with you would be "ruled" as 'no action'. You would expect a PM explaining why and possibly a mini tutorial explaining what constitutes trolling and what doesn't.
Continually doing it, especially after having the problem explained, is what pisses in staff chips. Reports are never assessed in a vacuum - we look for evidence of the transgression, posting habits, attitude to other members, attitude to discussion and criticism, etc. In a word: context.
Here, the halfling fired off four or five reports in rapid succession, all with the intent of silencing criticism. That was the final straw after the mountain of others before it.
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'

What I want is evidence, for what alpha male has accused us of. You know, warning him for accusing other from being gay.

Let me make something perfectly clear.
No one gets in trouble for filing a report we decline to act on.
What gets you in trouble is filing flurries of frivolous reports, after you've done it before and we told you to stop.
That the person in question also liked to make unsupported accusations to staff and ordinary members in thread (after its been made clear that's the wrong venue for same) didn't help his cause.
He had a history of provoking the staff going way back.

So you got a warning for breaking the "no personal attack" rule. And?
Hey, it's not like you got banned or anything. It's almost like you were given a chance to reflect on the behaviour that attracted staff attention.
