Just so I'm getting this right..  Your idea of a utopia is an invincible, all-knowing state that can track your every thought and can convict you of crimes just for thinking about them?

Not just for thinking about them, but for intending to act on them. And not convict, but detain and remove the intent by any means possible. Or simply divert. Whichever works best in any particular situation.

The state would have its citizens' best interests at heart and it would be perfectly placed to figure out what those are and deliver them. It would have to be invincible. Its own citizens would want it to be so. It wouldn't be this remote thing that no one thinks they're a part of. It would have to be all-knowing for the same reasons.

I don't find it horrifying. I think it would be an amazing experience. I'm not afraid of the future. It's where we're heading anyway.

Tracking peoples' thoughts, detaining them for thoughts we don't like and messing with their heads to 'remove' or 'divert' them is pretty damn scary, dude.  I mean shit, just the government spying on our cell phones is insane enough, but spying on our brains is a whole other level of craziness. It also sounds eerie close to a god.

The fact of the matter is this. If you want perfect safety, you have to give up a lot of rights to get it. You have to give up your privacy.

If you want to live in as perfect a world as possible you have to let go of the past. You have to change. You have to evolve.

If you want your government to complete the task, you have to give it unlimited powers. No one would stand in its path. No group or individual. That is the path to a perfect world, or as perfect a one as you could get. That could also be the path to a dystopian world, but only if that government would fail in its endeavours.

That is just a pipe dream, however. We will achieve something similar to this, except it will go a lot smoother than you'd think listening to me. It will also be a lot less scarier than it seems.
