the 'thought' aspect of it is unavoidable. Stephen Paddock literally invented a factory to mass produce individuals with survivors guilt . . .
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

You can do both: offer words of solidarity (such as thoughts/prayers) and do what you can to help.
