I disagree. Imagination can be the starting point for all kinds of things/ideas that end up to be non fictional. Doesn't any invention start with imagination? What about hypothesis? What about thought experiments?

Do I have the option of putting God into practice/action? If not why is the God concept exempt from that pre-requisite?

Bold mine. Of course you do, and the extent that you and others believe your action/practice is reality will depend on how convincing you are. Again, by you, I have serious doubts.
Somethings that can be imagined can be turned into reality, some can't. My point is that all imagination is not necessarily fantasy. However, if you want to define it as fantasy imagine then no, the imagined can't become reality.
