In the case of DQ, his country kinda imploded.  My impression is the situation in his area wasn't stable enough to keep the internet working.  Also, he was a premed student, and I can easily imagine he is very busy with that, assuming the school he wanted to go to is still open.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
