To be fair to Kansas, the Republicans there destroyed their education system. Which allows them to run the state, and no matter what they do--they'll continue getting reelected.

Well just think how much better it would be if it wasn't grossly underfunded. There seems to be quite the low bar if a criminally underfunded system still ranks 14th.
